THE
OUTSTANDING POLICEMEN OF THE PHILIPPINES
Brief History
and Project information:
The search for THE
OUTSTANDING POLICEMEN of the PHILIPPINES (TOPP) is an award established by
the Philippine Jaycees in 1967. It was under the direction of Eduardo
Torres who was then the first chairman of the JC Police Recognition Committee
that the TOPP was successfully implemented. Through the support of various sponsors and the
national government. The TOPP seeks to give recognition to exceptional and
outstanding achievements of the men and women in the Philippine National Police
(PNP), as a means of motivating them to perform their duties conscientiously and
efficiently.
General Objectives :
The TOPP envisions to give recognition to the policemen in the Philippines whose
extra ordinary acts or achievements in line and beyond the call of duty under
any or all of the following categories;
- the act or achievement is of considerable importance and value to
the community to the PNP and to our country.
- the act or achievement has earned the respect and accolade of the citizens for
the law and the PNP to which he belongs
- the act or achievement has significantly contributed to the maintenance of
peace and order in the community
In summary the
award main aim is
to help maintain the high standard of excellence and service of our Filipino
Policemen. To provide the needed morale booster to our policemen by giving
recognition to their exceptional and outstanding achievements and to improve
the image of the Philippine Police Force as efficient public servants in order
to regain full trust and confidence of the public.
Specifics:
·To
aggressively promote the project on a nationwide scale.
·To
invite and receive at least 1000 qualified nominees.
·To
provide additional sponsorship and ample project funding.
·To
conduct a fair, thorough and quality screening of awardees thereby ensuring
the integrity of the search.
·To
successfully conduct the TOPP ceremonies in all aspects to highlight it’s
significant and relevance and to draw public support.
·To
procure the needed materials and prepare them on schedule.

SEARCH
GUIDELINES:
The search is open to all full time PNP
personnel with at least five (5) years of active service whether they are from
the stations, operational, administrative support units, technical services,
directorial staff, command group and other PNP Task Forces and special units.
Previous winners are not eligible to join. The awardees are chosen on the basis
of career recognition, educational background, community involvement, personal
character, and professional competence taken during the past five (5) years. Out
of the ten (10) awards at stake, two (2) police commissioned officers will be
selected nationwide and Eight (8) Non-commissioned Police Officers from the
following areas: Two (2) for Luzon, Two (2) for Visayas, Two (2) for Mindanao,
Two (2) for the National Capital Region / National Headquarter.
This means that PNCOs in the
Visayas will only compete with the PNCOs in the Visayas, etc.
Commissioned officers qualified to join are those with ranking from Inspector to
Superintendent and Non-Commissioned Officers qualified to join are those with
ranking from P01 to P04.
There is NO NEED for
voluminous documents and folders. Only the accomplished nomination form shall
be submitted to the TOPP Secretariat with the proper endorsement and signature
from the Nominator (LGUs, NGOs, Civic Organizations, Individuals, etc…) and
signature of Regional or Provincial Director / Direct Superior or Equivalent
Commander.
Jaycees are only allowed to
verify records, accomplishments and requirements attached/written in the
Nomination Forms. The Jaycees are encouraged to promote, disseminate the
information to other organizations and individuals, so as to maximize the
opportunity of all deserving policemen to be included in this year’s Search.
Jaycees are not allowed to
nominate, but they may guide the applicants or nominees in the submission of
nomination forms to the Secretariat.
PRIZES/AWARDS :
The ten (10) winners will receive
a cash prize and the official TOPP trophy pin and valuable prizes.

Ø
I. The Search is open to all full

qualified to join are those ranking from Inspector to Superintendent and Non-

TOPP Secretariat with the proper endorsements:

III. Previous Winners are no
longer eligible to join. Non Winner Finalist may still join the search.

The awardees are chosen on the
basis of career recognition, educational background, community involvement,
personnel character, and professional competence taken during the past five (5)
years.

Out of ten (10) awards at stake,
TWO (2) police commissioned officers will be selected nationwide and EIGHT (8)
Non- Commissioned Police Officers from the following areas:
* Two (2) for
Luzon * Two (2) for
Visayas
* Two (2) for
Mindanao * Two (2) for the
National
Capital Region (NCR) /NHQ
Ø
This means that PNCOs in the
Visayas will only compete with the PNCOs in the Visayas, etc.
B. Submit the above mentioned nomination form
together with the required attachments such as Individual Resume, IAS (Police
Clearance), One page endorsement from the community, i.e. Mayor, Parish Priest,
reputable NGO (first phase).
Ø
Those who are qualified shall be
informed by the TOPP Secretariat to submit supporting documents (2nd
phase) and the semi-finalist will be directed to report for interview for final
judging (3rd phase).
Ø
All ten (10) winners will receive
a cash prize and the official TOPP trophy and pin.
Ø
Semi Finalist will be Judge by
esteem members for society coming from media, business, government, Non –profit
organizations, and clergy.
Ø
Semi Finalist will be subject to
rigorous background check with the following agencies:

* The Internal
Affairs * CIDG
* Commission on Human
Rights *National police Commission
* Surprise Drug Test
ABOUT THE AWARD
The
Outstanding Policemen of the Philippines (TOPP) Award serves to recognize
excellence and outstanding quality of service throughout a career as law
enforcement agents by the deserving men and women of the Philippine National
Police Force. Established by the Philippine Jaycees, Inc. in 1967, TOPP has
since become an institution that has recognized more than 300 outstanding
policemen who have risen above the call of duty and made a mark of themselves in
the Philippine Police Force. The objective of TOPP is to award personnel for
having consistently shown integrity, a sense of community service, and
dedication to their duty of upholding the law during the entire length of their
service as members of the Philippine National Police.
WHO ARE QUALIFIED?
1. The Award is open to all full-time law
enforcement personnel serving under the Philippine national Police Force, who
have been actively rendering service for at least (5 years.)
2. Previous winners are not eligible to join.
Finalists who have not won the award in the past years are still eligible to
enter.
3. As the search shall be group into two (2)
categories based on enlistment (Commissioned Officers and Non-Commissioned
Officers), the Award Search shall be open to all Non-Commissioned Police
Officers from PO1 to PO4 and all Commissioned Police Officers from Inspector to
Superintendent.
NOMINATION FORMS
Nomination forms are available at all police
precincts, the Philippine National Police Headquarters, the Department of
Interior and Local Government main office and all its field officers and at all
Jaycee Chapters nationwide.
PRIZES
Each awardee shall receive a cash prize to be
announced later and a plaque of recognition. In addition, the awardees shall be
feted with an audience with the Philippine President in Malacañang Palace during
the recognition ceremonies and their names and pictures announced in a major
daily newspaper of general circulation on the day of the ceremonies.
